Born in Papua New Guinea, Soei was a Dutch citizen and divorced father of four. In 2003 he was arrested in Tangerang, Indonesia for allegedly producing 15,000  pills of methamphetamine. He denied all allegations of his crime and maintained he was only in Indonesia for business. Soei received the death penalty and was executed by firing squad along with 5 others on the prison island of Nusakambangan on January 18th 2015. Following his execution, the Dutch ambassador was temporarily recalled from Indonesia
